The higher impact damage and the addition of varnishes/infusions far outweighs the regular split damage type. If you're fighting someone weak to fire, use a fire varnish, if you're fighting someone weak to ice, use an ice varnish.

Additionally, and the real reason I think the dreamer halberd is the best in the game is its speed. It swings at 1.1, which is stupid fast for the amount of reach it has. More than most weapons you can pretty much get away with just button mashing and stun locking enemies, especially if you do light/heavy combos.
