Most it's it's the n400 that gets scheduled first but I've seen recently one person getting an i-751 scheduled first and they had a combo interview unexpectedly. Cateogory: CR1. NOA1/Notice of receipt: Sept. 15, 2015. The officer didn't have my I-751 but she still did i751 & N400 combo interview for me (I brought my spouse). I passed the citizenship interview, but the officer couldn't make decision due to pending i-751. They had their combo interview in August 2023 for I 751 and N 400.
