I just noticed that my shout cooldowns are all negative. When I tried using the console command: "player.av shoutrecoverymult 1", it immediately gets set back to -39.0. Obviously this is some kind of script doing this.Most of them have 3,4,5 as the cooldown for levels 1,2,3. Some have more than that, like Stormcall. I feel its much better now, I can use more shouts and it puts me on par with greybeards in shout usage. I also modified the strength of a few shouts so they'd be more useful, like dismaying shout and disarm.Theres no mod for this because it's easily done with a console command.
